Can Jinba read the answers people submit to a Google Form?

Not with Jinba's Google Forms tools. They create forms, add questions, apply batch updates and read a form's structure, settings and response count, but not the answers themselves.

Can a workflow check whether enough people have responded?

Yes. Reading a form returns how many responses it has received, so a workflow can compare that with the number expected and send reminders.

Is there a record of the forms a workflow created?

Yes. Every Jinba Flow run is kept in its run history with the inputs it received and the outputs it produced, including the forms it created or changed.

Can non-technical staff create forms this way?

Yes. Published Jinba Flow workflows can be run from Jinba App chat or the Flow run console, which shows an input form, so staff fill in a few fields and get a finished Google Form.
